I think it is only browsers that are the issue.

Try opening a chrone browser say, reboot and wait 30 seconds or so.
It's not limited to browsers. If I open a Word, Excel, Outlook or even Task Manager document and type anything into it then shut down/restart, the computer not only doesn't prompt me to save, but the save prompt doesn't halt the shutdown/restart and they'll reopen on login.

I think the computer is automatically logging users in as well because I hear notifications before I've even logged into my computer on boot.

I'd also like to point out that in regards to an earlier post, Windows does seem to be shutting down in a way that is different from "shutdown-s" because when using that command, nothing will reopen on the next boot.

Guys, try Alt+F4 on desktop and reboot from there. Seems like this way works as intended.

Seems like Microsoft added some flags to that buttons.

Lol, don't be stupid, unplugging of the power cable is VERY bad to your computer. Start menu is not the only way to shutdown correctly. Just press Alt+F4 on desktop and select shutdown.
Or you can create "shutdown shortcut" (just google it).

Experimenting, I find that for me it's only some apps that restart.
Firefox, Sysinternals Process Explorer, Windows Media Player and Notepad won't restart.

Internet Explorer, Task Manager and Wordpad all restart.

Try testing with those apps. Seem to be the same on x86 and x64.

I know it's bad for pc.Is there tweaking to enable normal shut-down on start menu button?Just like before.

I don't use Chrome browser and don't have it on my pc.

(though this may change as I am getting my first Android phone today. I actually signed up for a Gmail account today and after messing with the settings I find its not that bad. Works great with thunderbird. Look what you have made me do Microsoft)

So I opened FireFox 56, Palemoon, Edge browser, Itunes, Thunderbird, Open Office, Store, Snipping Tool, Control Panel, Settings.

I shutdown. Waited a bit. Booted up. 10 seconds later I am at my desktop and it's a ghost town. No apps opened.
