    tested what?
Leaving apps open (which I never do normally), restarting laptop and expecting to see the apps reopen/still open like I've seen described in this thread.

Ahh, maybe you mean powering on not restarting. I'll test that.

No my laptop doesn't do that. If i leave apps open and shut down and then power back on no apps are open. Also, if I restart with apps open no apps are open when desktop comes back up.

I do have fast startup turned on.

Do you have the Fall Creators Update yet? This is apparently a new feature in version 1709, all of the previous versions work as you describe.

Yes see my stats on the side. I updated to the Fall Creators Update through Windows Update yesterday shortly after release at 1PM EST. I have version 1709 Build 16299.19 . Smoothest windows update I've ever done. Did it on 3 laptops so far - all through WU.

I did a few more tests leaving a lot of applications open on 3 laptops. I tested them with shutdown/power up and also restart. Apps stay closed like they always have.

I have "use my sign in info to automatically finish setting up my device...etc" in sign in options checked/selected (on).

Maybe it is my "turn on fast startup" being set to "on" (checked) under what the power buttons do that is the difference in me not seeing this "new feature"?

Maybe it is my fast shutdown being on is the difference? Have you tried changing that setting and see if issue still happens?
I updated to Fall Creators a couple weeks ago and got the CumUpdate yesterday to 16299.19. Mine does shut down both w/wo holding Shift+Power button in Start button and closes all open apps and does expected restart with nothing open also. Also shuts down just closing laptop lid too. I have Fast Startup turned off.

I should mention when I shut down or restart I simply click start and then click power symbol and then click "shut down" or "restart". I don't use key combos or anything.

It's odd - there are half a dozen other PCs reported in this thread that restart all previously opened apps - yet you and Brink can't reproduce this effect. Maybe it's a regional variation in the ISOs? you and Brink are using en-us while I and (presumably) cereberus (post #16) at using en-gb.

I turned off fast startup on one netbook, opened some apps, shut down and it made no difference. Apps stay closed after shutdown/startup.

And how should we explain this?

Hello to everyone in this thread!
This is actually a change in the core functionality of Windows in this development cycle.
    Old behavior:
    - When you shut down your PC, all apps are closed
    - After reboot/restart, you have to re-open any app you'd like to use
    New behavior:
    - When shutting down your PC, any open apps are "bookmarked" (for lack of a better word)
    - After reboot/restart, these apps will re-open automatically
If you want to start with no apps open (other than those set to auto-start via Task Manager/Start), you'll need to ensure all apps are closed before shutting down or restarting the PC.
    Why?
The desire is to create a seamless experience wherein, if you have to reboot a PC, you can pick back up quickly from where you left off and resume being productive. This has far-ranging impacts across the OS (in a good way).

That was a response from a Microsoft Engineer about build 16257. Perhaps they took it out again, but not in the en-gb version?

And another odd thing - I've just discovered that it's only conventional apps that get restarted, UWP apps don't.

For example, Edge, Settings and Calculator don't, but IE (and all its tabs), Notepad and Task Manager do.

Perhaps @tomseys and @Brink were testing with only UWP apps open?

Edit: scratch Notepad, it doesn't after all - but Wordpad does.
