    Having the exact same issue... Why would Microsoft do this without even giving you the option to disable it!

    That's not exactly the workaround i was meaning really, i mean a workaround that let's me use standard Windows function as they were meant to be.

    I always close all apps/programs before shutting down or rebooting and I haven't had any reopen. So out of curiosity, I left the photo app, mail app and file explorer open. Did both a normal reboot & shutdown, with those apps left open ... none of them reopened. Guess I'll consider myself lucky :)

    Note: This on the desktop listed in my specs. Also, I do have Super Fetch set to manual if that's of any interest (With Super Fetch set to automatic I get the Blue Screen with Please Wait before the lock screen, which I assume is normal)

    Try it with Chrome, task manager, word, excel ... the problem is not with Microsoft UWP apps or file explorer.

    @essenbe, That works. This new 'feature' only applies to apps that were left open when you shut down.

    This item in @Brink's tutorial may help change the behaviour, I'll have to test that...

    You can set and adjust the AutoEndTasks, HungAppTimeout, WaitToKillAppTimeout, and/or WaitToKillServiceTimeout values for how long Windows waits for hung programs and other programs to save data and close before shutting down.

    ...but before I do, note that if Microsoft have added this new feature as preparation for something new to come in the next release (the 'Timeline' feature that wasn't quite ready for FCU comes to mind) then this may break that too when it arrives.



    Edit: No, they don't help. I still stand by the 'note' above for any registry 'hack' (should one be found) that does change the behaviour though.

    Actually, while testing/reporting on this issue I've come more and more to rely on apps reopening on a restart. Regedit and IE are both apps that reopen. IE even reopens with my partially complete post still there if I was using the 'Go Advanced' editor.

    I can see how this could be seen as a useful feature, but it's 'unfinished work' - there's no documentation, no way to turn it off and only a select few apps can use it.

    This is not always easy. I'll add some data points to the research:

    - My son with his kid account uses Chrome and leaves it open.
    - Then PC goes standby and I come back to the same PC.
    - Not even entering my account I request a Restart from the login page. Windows warns me there are apps open in some users (as usual) and I say to go on (it's just a browser). I do that before deep gaming sessions to have PC ready the most.
    - PC restarts and stays at login page
    - I enter my account
    - I find in the Task manager the other account has been loaded up autonomously in the background and logged-off. For sure Chrome inside it has been reloaded, wasting my time at having the PC resources 100% free.

    As you may see sometimes is in the hands of another user to have this autolaunch feature available or not. Not mine. If I had not the password of my son I couldn't enter his account to close things beforehand. Luckily it seems to exists the ALT-F4 shortcut for the moment. I'll try that (should work also from the login screen I guess). Otherwise it would be a pain in the neck, especially for multi-users environments.
