Right now my system is working with Avira Free Antivirus.

Moreover, I had and still have the latest graphics driver installed (387.92), didn't make a difference as it is working now.

What did you do to get it working?

    Hi Geneo,
I did a clean install of Windows on my C drive, removing anything from that drive. However, the problem appeared again after installing Panda Free Antivirus software - which was the very first program I installed. Removing Panda AV fixed the problem again. I tried another AV software (Avira) and it's running just fine now. But you already mentioned you're only using Windows Defender, so unfortunately this will be little help for you. =(

I just tested if I can reproduce the problem and in fact: I installed the Panda software (this time on D drive, as I'm slightly re-arranging stuff) and when I rebooted stuff was irresponsive again and I got the .../Plug and Play/Device Install Reboot Required message again on shut-down. Second reboot is working fine again, so it's this odd "every other boot" behaviour again.

If it's of interest for you or anyone out there, I can provide more info about my system. However I think it's strange the problem re-appeared after installing Windows on a "naked" hard drive.

Just some basic info: MSI X99A Raider mainboard, P.5 bios, Intel i7 i5820k, system drive is a M2 ssd Samsung MZHPV128HDGM, 16GB Corsair Vengeance LPX DDR4-2666 RAM.

In my first attempt,. after removing lots of software, I got the same thing - every other boot worked fine. What motherboard and processor do you have?

I am unwilling to do a fresh install because of the licensed software I have, particularly an older photoshop (last version before they went subscription), and it is a painful ordeal dealing with Adobe to get the license.

I totally get why you're not willing to perform a clean install - especially as I had the issues ever after doing so.

Processor is an Intel i7 i5820K, motherboard an MSI X99A Raider.

I'm going to call the support of the software that caused my personal problems later so they'll hopefully have a deeper look at it and might get in touch with the Microsoft support as well.

Stuff like that f*cks me up as hell

Install advanced system care and avast free antivirus

iobit Advanced system care will make windows 10 more stable and smoother and avast free antivirus will protect your computer from almost all viruses.

Did anyone start a thread about this at the Microsoft / Win support?
Talking about the issue here as well and another software was mentioned to cause problems. Panda Security Forum - View topic - Windows 10 Fall Creators Update support?

Moreover, a user linked this Fall Creators, the new Windows 10 upgrade - Panda Security Didn't check yet if there is any option to "reduce" or remove parts of the fluent design, but the fluent design parts are the stuff we got trouble with.

Same issue with start menu, taskbar and this with clean install. I should note that the problem was not there until I installed Avast AV. Did not think it was the AV and after an hour of searching and various supposed fixes got fed up and returned to CU. This is a wide-spread problem it seems. MS has gotten into a bad habit of pushing out betas as RTM. Will wait a few weeks/months and several patches later before I touch FCU again.

I'm having same problem updated last week and now everything messed up. Anything taskbar related or windows 10 features is not working appears frozen. When shutting down i get Task Host id stopping background tasks (Microsoft \ Windows \ Plug and Play \ Device Install Reboot required). So i go to play bf4 (the only game i really play) it crashes other games appear to be working but of course the game i always play doesnt. I have 2 r9 390's in crossfire so of course it might be amd problem game works with 1 disabled. Sooooooo i uninstalled all amd software 17.10.3 and used windows update to install amd software drivers which is 17.1.2 or something like that. Now bf4 works and taskbar is working also no task host problem on shut down. This problem is repeated when i reinstall the updated drivers 17.10.3 i guess i have to find one that works with this creators update. Any help would be appreciated sounds like both microsoft and amd has problem and don't know or don't care. I'll keep fiddling around see what works and dont work.
