I have 2 PCs running 1709 - one old one is running 10 Pro (updated from years ago), the other is a clean install of 1709 ProWork. They are as different as could be - one is BIOS, one UEFI, one runs Professional, the other ProfessionalWorkstation, one is fr-FR, the other en-US. Both act the same (and so do all my VMs)
Find out what your friend is using. Perhaps they are using Core not Pro or perhaps there is some other difference.
My guess is some UI designer pressed <tab> by mistake and all versions now have this "enhancement"
The only difference between the two that I know is that he is using Home and I am using Professional
In the 1709 build....is this on the insider ring? As of right now....I'm still on 1703 and don't see anywhere to upgrade to 1709.
It's the finished version of the Fall Creators Update, it's already possible to create an Iso of it and use it to Upgrade. It's not an Insider-Version

I know absolutely nothing about this, other than some ancient html table alignments that I worked on.
But perhaps your "before" layout looks like the columns were sized, then the icons were left aligned.
Your "after" layout looks like the same column alignment but with the icons arranged to be centred but with a consistent left margin.
Whatever, it certainly looks wrong to me. If I get time, I'll look at your alignments on my 24" PC display... this 9.7" tablet is not suited to alignment issues.
Just updated and have the same problem.
I also logged in my brother's account to backup some files and it shows normally.

AFAIK it is a feature of the new Fluent Design. Wider rectangular tiles are being used consistently across the design. Check the notifications area, this is also made with wider rectangular tiles.
Yeah, i have the same. But i suppose this is a feature, not a bug )
