How do I disable Action Center?

I had to reinstall windows 10 on my laptop yesterday and now the action center keeps popping up even when there are no new notifications. I just click somewhere on the desktop and the action center pops out! Is there any way to disable it
And I used to just double tap anything and the files would open but now I am having to use the buttons which is very annoying! Can anyone help me put things back to normal please

Hi, we need more information please.

    1. Could you please complete your specs:
(See my specs for comparison- click 'My computer' at the bottom of my post)
System Specs - Fill in at Ten Forums General Tips Tutorials

    2. What sort of pointing device(s) do you have. Touchpad of course.. Wireless mouse? Touch screen?

    3. When you clean installed, did you install a later build than was on your device? (E.g. did you have the Anniversary build and have now installed the Creator's Build?)

    4. Have you installed all updates since clean installing?

    5. Have you installed any other programs?

    6. What is your current Windows build?
    (Windows key + R, winver).

    Thanks.

You can turn some of the Notifications off, not sure you can kill all of it though. Settings > System > Notifications & actions

Disabling Action Centre would be stupid - there are times you need it. Turn off various notifications etc.

It would be good to know why a re-install was needed.
I believe it's possible to put things back to normal. Additional information as requested will be very helpful.

If you are anything like me, you hate seeing all the popup notification balloons that Windows shows. These range from computer security alerts, to update alerts, and more. Please note that this batch script is about disabling system notifications not application specific notifications.

That seems to be the defacto reason of just doing that instead of diagnosing. It is like those who complain that their engine is making noise and you try to tell them the possibilities, but they feel that a new vehicle is in order, instead of something simple. The Action Center alerts are probably the easiest thing to walk someone through, but they want to try and make it harder than it is.
