No the same black screen /w cursor appears in safe mode. Thank you for all your help guys but I think I've made up my mind. I've spent 5 days on this and my time is up. Gonna reformat the pc and take your lessons to heart so that I wouldn't end up screwing up again.

You know what, i've found multiple posts relating to the same problem about winlogon shell. And most of them talked about the problem being on only one user. I'm gonna backup my corrupted user's files in my flash drive. Then I delete the user after making a new admin user. That way I then can just paste every files I backed up to the new user. So does that sound like a foolproof plan?

Guess I was too dumb to understand. Everything I tamper with in recovery environment doesn't save its modifications because its an IMAGE. Only CMD and reformat can save me I guess.

I just want to say I had same issue and after reading all of this thread content what I did and fixed my issue:
    Open regedit
    Find: HKLM\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
    Set Shell to explorer.exe

After restart I and login I was asked to do some configuration like I was running my windows for the 1st time ( its just 3-4 simple screens). Then I restarted my pc again and it works - explorer starts.
