Open Settings app (WinKey/I) > Choose "Update & Security" > Click on "Check for updates".

Windows update certainly used to get stuck with whatever its last Check for updates identified until those updates had been downloaded & installed. Repeating a Check for updates just returned the same list until then.

The easiest way to clear it to do a completely fresh search for updates was to use Windows Update - Reset - TenForums [the built-in Windows update troubleshooter sometimes cleared the queue and sometimes did not so I only ever use the TenForums tool now].

Resetting the Winsock Catalog is the bit that requires a reboot.
    netsh winsock reset
    netsh winsock reset proxy

    "Sucessfully reset the Winsock Catalog.
You must restart the computer in order to complete the reset."

[I had never noticed that before, successfully with only one c. So Windows cannot spell.]

There is actually very quick way of doing it. Just go to Settings > Windows Update > Advanced Options. From there, pause and "unpause" update. This will trick Windows to start checking for update, since that's what will happen whenever someone resume Windows update within 7 days: force the system to check for and install any updates available.

That used to work great on 1809, but sadly now, if you have set it to check for updates only without automatically installing and you then pause then unpause, if it finds an update it wont honour the GPO and just start downloading and installing, so it now seems to treat unpause as a install updates button.

However if you know there is no pending updates, then its still a good trick.

You can use the attached batch script to delete Windows Update cache files which will force Windows Update to check for deleted updates again.
