I reinstalled office 2016, and changed docx file association, and it still crashes on "new"
But I really don't see the relation between file association (which program opens a type of file) and the list of file type in the new shell menu

Imagine a new Win 10 installation. It knows nothing about docx. To have the ability to either
    a. Open a file of type docx
    b. Create a new 'docx' file

    - something must have put those there.

If you have a file association created you may also have the ability to create a new file of that type.
    If you don't, you won't.

    Does that help?

I agree, but the problem is not with the file association, it is with the new context menu containing docx.
Docx is associated with office 2016, that's why I removed it. It removed the file association but not the docx from "new" menu

    Explorer.exe crash when right click->New-1.jpg

Here's an example of a New entry for doc (docx will be similar).

You could try deleting that from the registry if you've not already done so.

Right click enhancer also offers a New menu editor which can add and delete entries.

This ShellNew entry is not here (maybe deleted by new menu editor, when I tried it). I tried adding it again with no difference.

But the key which trigger the bug is not this one, it's : HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Discardable\PostSetup\ShellNew \Classes

mine is the same, except docx is capital. As I said earlier, I can change it to minus docx, it works one time but gets overwritten by system.

You could try capturing events with Sysinternals Procmon (free from MS). Since you are looking for a =n event related to a specific registry key related to a specific action, you have a fair chance of seeing what's changing that key.

By default it captures EVERYTHING but you can
    a. filter the list
    b. search the capture
