    Launch app from USB drive

I have just gotten Windows 10 Surface Pro(2017) which comes with 512GB SSD drive. I want to create a data partition out of this SSD. I know the W10 utility(disk management) appears to allow this, but I want to use a utility I have used for long time.
My problem is that the bootable USB memory stick to launch the disk utility does not work. It boots on my W10 desktop machine. The memory stick is formatted in FAT32 so that it is supposed to boot on UFEI system.

    Any suggestion is appreciated.

    Turn off secure boot.

Personally, I would just install MiniTool Partition Wizard and use it to do it, though.

    Thanks for your reply.
I think I disabled the security boot since I had to enter the recovery key to reboot. But the WinPE USB stick to run the utility still did not boot.

I got free version of MiniTool Partition Wizard and installed. But the partition resize is disabled and could not resize the system drive(C). I wonder how resizing C: drive can be done using this utility.

In Minitool Partition Wizard, right click the C: drive and choose Move/Resize. Put your pointer on the far right of the drive progress bar and drag it to the left to Shrink the C: drive to what you want. You now will have a section of the drive which is Unallocated Space. Right click this and choose Create. Create the partition with this space and format it. Be sure to choose Apply after each action.
Also be sure to backup your C: drive or clone it, just in case something goes wrong.
The same can be done in Disk Management, if you Shrink the C: drive and then Create a New Simple Volume.

Thanks Spunk for your detailed suggestion.
My problem is that I select the system partition and pull down the Partition menu but the Move/Resize is greyed and non-responsive. I wonder what I am doing wrong.
    Further suggestion is appreciated.
