Event ID 489?

So I have gotten this error 57 times the other day and it goes like this.

SettingSyncHost (7460) {CE9873AC-B6CD-46AB-BA40-BB0B03362EB0}: An attempt to open the file "C:\Users\Owner\AppData\Local\Microsoft\Windows\SettingSync\metastore\meta.edb" for read only access failed with system error 32 (0x00000020): "The process cannot access the file because it is being used by another process. ". The open file operation will fail with error -1032 (0xfffffbf8).

What does this mean? I have done an Adware scan and also doing a malware scan too, both came back saying i have no malware. Also did SFC scan and that came back good too.
