Can't open settings + start menu not opening

    After running dism /online cleanup-image /restorehealth

    I did run Hard Disk Sentinel and it said my c: drive was in 'bad health'. this was the message

    There are 206 bad sectors on the disk surface. The contents of these sectors were moved to the spare area.Based on the number of remapping operations, the health of the disk was decreased in different steps.There are 22 weak sectors found on the disk surface. They may be remapped any time in the later use of the disk.It is recommended to examine the log of the disk regularly. All new problems found will be logged there.

    Back up important files so that you don't have to worry if there is boot failure or loss of the drive.
    Look for a replacement drive.
    For the drive for the operating system and applications look for a SSD drive.

    I don't really have a whole lot of important files on my computer at the moment. I just want my start menu back lol. I need to do things for school and it is really inconvenient not being able to do anything Also, admittedly, I am not super computer savy. What do you mean by 'look for a replacement drive'?

    The drive results were not yet posted (images of the scan results for health, benchmark, and surface scan).
    From what you described it is a drive that needs replacing.
    Your files are at risk of loss.

    There is no point fixing Windows when your disk is failing. Sure, you might manage to get Windows up and running, then find your PC won't boot at all one day, or behave erratically.

    Would you build a skyscraper on mud?

    The key thing in this where you don't know anything about a PC is to try to establish basics before rushing into repair scenarios.
