Cannot boot to windows 10 Corrupt or missing file PCI.SYS 0x0000098

Basically, i want to restore all the corrupted window drivers using the USB boot disk i made.

Everytime i boot i get the blue screen that a corrupt or missing file PCI.SYS.

I made a windows 10 x64 boot disk out of a USB. So i boot using the windows 10 boot usb and tried to repair option.
    I went to command prompt
I tired using DISM /online with restorehealth commands but i am getting an error that DISM cannot run in PE mode.

Is there a way to use dism mode to point to my USB boot disk. I notices that the directory is x64\sources\install.ESD

I assume install.esd contains all the drivers and install files? Does DISM need it to be in .WIM like Install.WIM format?

    Someone please help me. Thanks.

    Sidenote: what does 0x0000098 means?

Sode note 2: I already ran SFC /SCANNOW and it says no integrity violation was found. ....but my sys.pci is corrupted. does any have a Windows 10 x64 pci.sys and all pci.sys INF files that works?

The DISM command is supposed to work with compressed ESD files as well as standard WIM windows image files. Several members have reported occasional difficulties with Restorehealth /Source commands when using ESDs. That said, the syntax is covered right here at TenForums. Find it at Use DISM to Repair Windows 10 Image - Page 41 - Windows 10 Performance Maintenance Tutorials .

    I am running the commands.

How do i fix my corrupted PCI.SYS or any other corrupted files? sfc /scannow told me there is no problems--that cannot be true.

DISM did not work: No such sources exist.

Oddly, when i boot from drive it list X: as the default drive. But diskpart still with list vol command, shows H: as the usb drive.

I tried both commands with H and X and still the same error.

Running out of options. Anyway have good pci.sys and pci.ini files and other good files from a X64 Windows Pro that i could borrow?

Alright, i am at my wit end.

Probably gonna do a full reinstall since window does not allow me to keep any files when i use a boot disk.

Does anyone have a good software that fixes window boot and drivers?
