Have you done a scan with Malwarebytes? Or with any anti-virus prog other than the dreaded McAfee? -- Installed Malwarebytes which found 141 "threats" that McAfee missed. All quarantined. Restart. No change
Look at your processes in Task Manager. Anything there that causes you to say "what the hell is that"? -- Have looked at processes numerous times and nothing appears abnormal (wtf) or hogging resources.
Have you tried copying to that external via some other port? -- Yes, I have two different Ext HD's; same "copying" paralysis occurs with both.
Have you considered reverting to some prior state, as with Windows System Restore or perhaps a previously saved image file? -- This is great... one of the recent Win 10 updates apparently wiped out all my restore points. I didn't make image file.
Have you done anything to check the health of your hard drives? -- Did Windows disc check. Found an error on C drive which it then fixed. Still no change in issue.

Malwarebytes found stuff and removed it, but that doesnt not necessarily mean that the damage is fixed, just the infection is gone.
Since it found stuff, I would run another scanner to see if there is anything it missed. Even reputable scanners can miss things now and then. Its just the nature of the game. I would recommend running SuperAntiSpyware. Ive had this one save my backside more than once when other scanners have failed. IF it finds stuff, quarantine it and restart.
After the restart, open a admin command prompt and type: sfc /scannow. You more than likely have system files that were corrupted or damaged by the infection. This will fix them. After than, run dism /online /cleanup-image /restorehealth. This will resolve any component store damage that has been done.
I ran SuperAntiSpyware which found 17 threats and quarantined them. Restarted. Next ran: sfc /scannow. Results: "Windows Resource Protection found corrupt files but was unable to fix some of them. Details included in CBS.Log."
I've tried to paste all the "details" from the report, but they won't paste; keeps crashing browser. But if important, I can paste to a word.doc and post as attachment. However here are the last few lines:

Next I will run dism/online/ cleanup-image /restorehealth, but I want to post this info first before it got lost.

Note: just restarted computer. Copying problem still exists. Cannot copy at all now from C drive to ext hd. Does not go past 0%. Seems to be getting worse.
If DISM ...restorehealth isn't working, you could try inplace upgrade, by downloading ISO from MS (same release, same language) and start upgrade within Windows.
Most of the time, it'll repair errors and leave all your apps and files in place. Below are Brink's tutorials:

before that you could run ADWCleaner to ensure malware has gone.
A few more notes: This machine originally ran Win 7. I upgraded to Win 10 with a free version that Microsoft still offered. This was several months ago. I'm wondering if the best thing to do would be to purchase a new version, and re-install Win 10. Does this sound like a reasonable thing to do? 1) As suggested, I ran ADWCleaner which found & removed three more items.
2) Performed Windows inplace upgrade -- results: NO CHANGE in issue
3) All this time, I've been trying to copy (backup) files from C Drive to Ext. HD 1 -- get to around 17% then crash. Machine then unusable.
4) Restarted, tried copying from Ext. HD 1 -- to Ext. HD 2 -- Copying went great! Fast, no issues.
5) Then tried copying from Ext. HD 2 to Ext. HD 3 -- Copying went quickly until about 80%, then machine slows to halt. Machine then unusable again.
6) Have run disc check on all drives. All report healthy.
7) I'm attaching a screenshot of latest "Problem Reports." Maybe this provides some clues?
