Hi and welcome to Tenforums, Try to disconnect all your USB connected devices, except your keyboard & mouse!
Then try to restart your PC again!
When did this start to happen?
After an update installed or what?
Problem started after the newest rainbow six seige update, After the game had launched.
Unplugging all but mouse keyboard and monitor doesnt help...

Have you tried to boot to windows advanced recovery menu?
This is the hardware method:
1) power on the computer and as soon as you see the Microsoft icon with rotating dots power off (timing is critical)
2) repeat the above step with a power off as soon as you see the Microsoft icon with rotating dots (again timing is critical.
3) power on again and this time allow it to proceed to "diagnosing your PC" and then to the windows advanced troubleshooting menu.
4) when in the windows advanced troubleshooting menu try each of these in this order:
a) restore
b) startup repair
c) reset with save files
d) command prompt
Let us know your progress.
5) How old is the computer?
6) Are all parts the same age or were there replaced parts?
