    When you power on:

    What lights do you see?
    What beeps do you hear?
    Do you hear the fans?
    Do you hear the drive?

Run through the steps in this link:
    POST troubleshooting steps

What happens with Memtest86+ flash drive in either USB2 or USB3?
What happens with the bootable windows 10 iso in either USB2 or USB3?

    Can you open the bios?
    What do you see?
