If its a reg problem, i might have actually found a solution to your problem:
(At this point, assume you have considered a rollback already or have none, if you have a backup, try that first!)

Windows does regular registry backups even if ShadowCopy is turned off; if you have a way to boot your PC externally follow these instructions to see if any lost or broken keys can be restored:

!!!!!!!!! Backup the following folder FIRST, in case anything goes wrong: C:\windows\system32\config !!!!!!!!!

Boot your computer externally, anything you have to do so works.

(Your Windows OS can't run while you do it since the RegFiles are going to be in use, and therefor locked.)

Boot from the Windows Installation DVD/CD/USB or whatever you have.

    ---------
    Option ONE (Windows CD):

    Choose Recovery Options

    Choose Command Prompt

Enter the following commands. Press enter after each one:
(Use correct Drive letters! It might change to D or something else since you are booting externally)

    cd "C:\windows\system32\config\regback"

    xcopy "C:\windows\system32\config\regback" "C:\windows\system32\config"

    Reboot normaly
    --------
    Option TWO (Anything else):

Manually copy all files from "C:\windows\system32\config\regback" to C:\windows\system32\config

Click yes if asked to overwrite existing files, cause thats the point of this procedure

    Reboot normally
    --------
If anything happens boot your computer externally again and replace the folder C:\windows\system32\config with the backup you were suppsed to make.

    I hope this helps

    Nah, didn't fix it.

I am thinking of a way to reinstall the system, just if I could keep all the things like my games and programs, I just can't get through setting the things up again, applying the tweaks, etc.

Two things you could try then.

First, to rule out the possibility that it's a corrupt user profile, try creating a new local account, make it an administrator and log into it. Oh, I just re-read post #9 where you say you tried that.

You could try an in-place repair install. This reinstalls Windows but keeps your files and installed programs. Plus if you don't like it, you have 10 days to roll back to your current system.

If it keeps every single and only touches the system itself, gladly.

Read the tutorial first, then make up your mind. I have done an in-place repair install and all my programs were preserved. As I said, you can roll back if it causes problems for you.
