This is the folder where all your important personal files are located:
    C:\Users\terry\OneDrive

This is where the OneDrive Sync Client application setup files are located:
    For your personal account: C:\Users\terry\AppData\Local\Microsoft\OneDrive\
For the built in Administrator account: C:\Users\Administrator\AppData\Local\Microsoft\OneDrive

This is the folder where the Built in Administrators OneDrive files are located:
    C:\Users\Administrator\OneDrive

    Where
C:\Users\Administrator\OneDrive (empty) is coming from I have no idea.

Since you have disabled OneDrive completely, both C:\Users\terry\OneDrive and
    C:\Users\Administrator\OneDrive folders should be empty.

You could delete all the files from these user one drive folders, but make sure OneDrive is uninstalled and the Client has no way to launch and start syncing, or the files will get removed from the cloud too.
