Per their instructions I uninstalled Dropbox (I use Revouninstall and then CCleaner to clean up), rebooted and found the Win10 Start menu functioned just fine. I then reinstalled Dropbox, have rebooted several times and the Win10 Start button continues to work just fine. If you've tried everything else and you happen to have Dropbox on your machine I suggest giving this a try.
Do you have the link to the thread on the Dropbox Community as I couldn't find it?

I think that I may need to try this. The fix from RadDad only worked once, unfortunately, and now I still have a critical error every time I try the Start Menu.

Yes, this has worked for me as well, and I just used the built in uninstaller. However, I have not yet reinstalled Dropbox. As with my earlier temporary fix (stopping the Local Security Process) the Start menu is not quite normal, for example, most of the "Life at a glance" tiles are missing. Still, I think I can work with it. So, thanks Gophigure!

Just made an account to say that uninstalling Dropbox Desktop worked for me!

Thank you so much posters above. Hopefully Dropbox sort their s*** out. I noticed that it was giving me an error saying 'Re-install Dropbox to synchronise thumbnails' or somesuch, and that the software was clearly failing to gather some info from the cloud. Maybe it was interfering with something.

I recommend people try uninstalling any cloud-linked software they may have if they experience this issue.

I'm going to install Dropbox again and hope for the best (use it way too much not to). Hopefully they patched it/it's fixed by reinstall.

    I
Based on your tip I was able to upgrade Avast (try right-clicking on it and opening it from the Desktop). I rebooted and the error is gone, at least for now. Thanks!

I thought the error had gone and it has, insofar as I can open the Start menu without a Critical Error. However, the Start menu is incomplete as I said before and I now find that many of the program tiles do not actually work, i.e. they do not open the app or program.

    Agree 100%

Been an IT tech for 34 years. Eset nod32 antivirus is tops and yes avoid the security suite and get just they anti-virus.
This along with Malwarebytes for the occasional scan of adware, malware and you do not need anything else.

Thanks! I didn't know it was Avast, I just went into Command Prompt and had to do "/sfc scannow"
Now I have to find another good anti-virus program too! I am gonna miss Avast though
