If you can't now get to the BIOS (which I think is what you're saying) then it's a hardware job. Please confirm.

Thanks for enlightening me on how to use this forum. My bad. I still cant boot my desktop so im resorting to contacting Dell for support. Dont seem to have any other choices at this point.
