I have updated to the latest Windows but the flicker is still there.
I will try another scannow and restorehealth.

    I think I've done it.

As usual, the flicker was not there in Safe mode and there was a copy of the Generic Pnp Monitor there with a yellow exclamation mark.

When I went back to normal mode, the flicker started again, and I knew uninstalling the copy would not be an option as it would only come back, and disabling was not one of the options, so I disabled the main device and Hey Presto, the flicker is gone.

Not a minute too soon, or I would have ended up a) with a lifelong migraine or b) in a looney bin.

Now just see what is happening about the splash screen issue.

By the way, the new Windows 10 is not exactly one of the fastest starters.

    1. Taskbar is not flickering.
    2. None of those apps are present on my laptop.
    3. Have done this without it making the slightest difference.

At the moment the only solution that has helped is the one described above.

Another thing: the splash screen issue is still there.

For part 1 view the pop up task manager and indicate whether the pop up is or is not flickering:
If Task Manager doesn't flicker, an app is probably causing the problem.
If Task Manager does flicker, a display driver is probably causing the problem.

For part 2 were you at any time using these apps:
Norton AV, iCloud, and IDT Audio
At times download applications may attach Mcafee or Norton or other software.
Run this Norton removal tool to see if it has any impact:
Uninstall and Reinstall Norton product using the Norton Remove and Reinstall tool

For part 3 what do you see under display adapters? Is there one or two listed?
Expand the Display adapters section, right-click the listed adapter, then select Uninstall device. Select the Delete the driver software for this device check box, then select Uninstall*and restart your PC.

In part 1, as far as I can see, the pop-up itself does not flicker.

In part 2, I have not used any of those apps, however I have ran the Norton uninstall app, and it seemed to have no impact.
I know some downloads try to install McAfee or Norton products, but I always try to be very careful about this.

As for part 3, there is only 1 display adapter listed, I have looked with the "View hidden devices" in Device Manager too.
As I said, uninstalling or attempting a driver update for the Intel graphics driver made no difference.
It is the Generic PnP monitor that leaves me stuck with 2 devices, one of which does not seem to work properly, but I cannot get rid of it, that is why I disabled the main one.

This is the device manager as it is when opened:
No splash screen at daily startup-pnpmon1.png
    And with hidden devices shown:

No splash screen at daily startup-pnpmon2.png
I am a bit frightened to post a screenshot in Safe Mode, as the top one has a yellow triangle then and does not work, and with the bottom one disabled, I might end up looking at my screen blindly.

For each Generic PnP Monitor please post an image of driver details:
Right click > properties > driver > driver details
Please post the DM log: BSOD - Posting Instructions - Windows 10 Forums (see earlier post)
