Can not make any change to Start menu!

I've just reinstalled windows today, and after all updates finished, I can not make any change to the Start menu except moving tiles that already be there. When I add new app to start menu and move its tile... the start menu crashes and any change is reverted.

This is what I get in Event Log:
Faulting application name: ShellExperienceHost.exe, version: 10.0.15063.0, time stamp: 0x58ccb9b0
Faulting module name: Windows.Shell.UnifiedTile.CuratedTileCollections.dll, version: 10.0.15063.250, time stamp: 0x8ab0dd4bException code: 0xc0000005
Fault offset: 0x000ea356Faulting process id: 0x4f8
Faulting application start time: 0x01d2e0359ab99c2bFaulting application path: C:\Windows\SystemApps\ShellExperienceHost_cw5n1h2txyewy\ShellExperienceHost.exe
    Faulting module path: C:\Windows\System32\Windows.Shell.UnifiedTile.CuratedTileCollections.dll
    Report Id: 3841d47b-58ea-4566-ba09-d00d107fef4f
    Faulting package full name: Microsoft.Windows.ShellExperienceHost_10.0.15063.332_neutral_neutral_cw5n1h2txyewy
    Faulting package-relative application ID: App
And these are commands I tried:
    - sfc \ scannow
    - Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}rundll32.exe shell32.dll,Control_RunDLL srchadmin.dll
    - Dism /online /Cleanup-Image /StartComponentCleanup
    - Dism /Online /Cleanup-Image /ScanHealth
    - Dism /online /Cleanup-Image /StartComponentCleanup
    - chkdsk c: /f
So is there any solution for me to fix this without reset windows?

The first method, I don't know how to rename the Database folder when it's in use
The 2nd and the 3rd method, I tried but they're both not worked.

I would imagine you may be struggling with the need to swap users in the first one, but that's only a guess.

    Here's How:

    1. If you haven't already, enable the built-in Administrator account.

    2. Sign out the user account (ex: Brink) with the Start menu layout you want to reset.
    Note

If you don't sign out of the account (ex: Brink) you want to reset its Start menu layout, you will not be able to reset the account's Start menu layout since it will be in use.

    3. Switch user and sign in to the built-in Administrator account.

Have you installed any programs or made any configuration changes?

I wouldn't expect you to have such problems having just installed Windows, nor should there be a need to run the series of commands that you did.

If you create a new user for test purposes, how does the start menu behave?

It really works . Thanks for your kindly help.

But I was wondering... is this error my fault or just windows update messing it up.
Only thing I do after windows update is installing Chrome and change only one setting in Group policy called "Turn off consumer experiences" (to stop windows from installing some weird apps)

So what's up with this error? Does the EventLog I mentioned in the first post tell anything? If not, then where should I get the log file? I really would like to know that.

    Thanks!

Hi, that's good- you're fortunate indeed. (Do you mean using the tutorial worked, or creating a new user- two different things?)

You'd only possibly learn more about the log by researching elements of it. Beyond the obvious- that sthg related to tiles is failing, no.

"Turn off consumer experiences" - may be linked, as the log refers to ShellExperienceHost.exe

I suppose a rather obvious observation is if a clean install is failing and the hardware is ok, to think what you have changed.
