Is there a way to disable fast startup in the Creators Update, I've looked at the tutorials but they all seem to come from earlier versions and the screenshots shown no longer reflect what I see.
Brink has a tutorial with a .bat file, would this still be valid to use ? I would prefer though to be able to turn it off manually.

Fast Startup is not in the Windows OS but in your Bios.
Boot into Setup (Bios) go to the Security Tab or the Boot Tab, Disable Fast Startup
It's a Windows feature

A possibility that might explain what you're (not) seeing:
The Pros and Cons of Windows 10 ModeIf you don’t see the option at all, it means hibernation is not enabled on your machine. In this case, the only shutdown options you’ll see are Sleep and Lock. The quickest way to enable hibernation is to close the power settings window and then hit Windows+X and open Command Prompt (Admin). At the Command Prompt, type the command:
powercfg /hibernate on
After turning hibernate on, run through the steps again and you should see both the Hibernate and Fast Startup options.
Note: if you want it disabled, this is not an argument to enable hibernation, of course.
