DESKTOP icons are repelling each other...need help

today i downloaded a mod for GTA san andreas, it needed microsoft.net framework v1.1 in order for it to work, hence i tried to download it, but just as i was installing it, a message popped up: this app has made a exception that cannot be handelled" i had to click OK and terminate the setup of the app.
just then i realized that the app installing process popup wasnt closing even after terminating the process ( by clicking the ok button)
hence i tried to restart my PC, as i was about to click confirm restart, a message popped saying "the app process is sucessfully terminated" seeing this i canceled the restart and checked my desktop, the app popup was gone....

but just as i realized the real problem, one of my folder in desktop was not in its place instead was misplaced a bit far from its orginal location:
    Attachment 138320
i tried to shift it back to its location, but the result was, both the folders shifted its place,i tried to place other app there but all shift away from that perticular space...
this video may help in understanding the problem

Hi xENDERCRAFTx and welcome to Ten Forums

Net framework 1.1 is not intended to use on Windows 8.1 and later. There are some ways, described on net.
Think, there is no way to tell, if desktop icons behavior is only thing messed. You can try to solve that by changing icon size (CTRL and mouse scroll), but would be better to restore to some point before installing Net 1.1 Even better if you have system backup (Macruim reflect system image would solve this in 10 minutes...)

Assuming you don't have system backup, restore to some restore point before..., then run Net cleanup and if you really need that software, I found mention on installing it on workblog.pilin.name/2013/11/how-to-install-net-framework-11

One of the comments claiming it works for Windows 10 too.

    Good luck
