    I've done fresh installs of Windows 10 twice, an in-place upgrade install suggested by Microsoft themselves and initially all work but less than 24 hours later, same issues returned.

    Apps being blocked, unable to use Windows Troubleshooter, Chrome being stuck on "establishing connection", microsoft store downloads failing, nvidia driver updates failing, system32 files blocked even a bad certificate to my banks website right now too yet other websites work perfectly fine, just that one is unsecure so I'm unable to use it on chrome and microsoft edge.

    I don't really want to install Windows 10 yet again with a clean install if the same issue is just going to happen once more, I've tried pausing updates to see if that helps, but nothing.

    I'm baffled, frustrated and the tech support I got from Microsoft was "I'm just checking our forums"... I could have done that myself.

    Please if anyone knows a fix and even what on earth is causing this in the first place it would be greatly appreciated!

    Are you sure your computer is not infected with malware.

    Malwarebytes' scanner
    If this program is already installed: Skip the installation and run only the scan!
    Download and install: Please download Malwarebytes' scanner to your desktop.

    • Double-click mb3-setup-consumer-3.x.x.xxxx and follow the prompts to install the program.
    • Click Finish.
    • On the Dashboard, click the 'Check for Updates' button.
    • After the update completes, click the 'Scan Now' button.
    • A Threat Scan will begin. Please allow it to progress through the scanning process.
    • When the scan is complete, if there have been detections, click Quarantines Selected button to allow the program to clean what was detected.
    • In most cases, a restart will be required.
    • Wait for the prompt to restart the computer to appear, then click on Yes.


    How to get logs: (Export log to save as txt)

    • After the restart once you are back at your desktop, open Malwarebytes once more.
    • Click on the Reports tab > Scan Report. (if you have done more than one scan in the past, select the most recent that shows the Date and time of the scan just performed. Press View Report button.
    • Click 'Export'.
    • Click 'Text file (*.txt)'
    • In the Save File dialog box which appears, click on Desktop.
    • In the File name: box type a name for your scan log.
    • A message box named 'File Saved' should appear stating "Your file has been successfully exported".
    • Click Ok
    • Find the log on your Desktop and Attach that saved log to your next reply.

    I have done this previously, no threats detected after another scan a minute ago. As mentioned this is also a fresh install of Windows 10 too it's fine for a day or so after a fresh installl and then the same issues arise.
    For mmc.exe I get "This app has been blocked for your protection" Attached Files

    Fix: mmc.exe "This App has been Blocked for your Protection"

    The background is that I have just upgraded to the Creator's Edition using the upgrade tool because Windows Update isn't working for me. The upgrade didn't fix the problem with Windows Update, but it appears to have created this additional problem.
    This is how I've fixed this problem in the past with Windows 10:-

    1. Open an Elevated (Adminstrator) Command Prompt Window.

    2. Type: secpol.msc and hit Enter.

    3. Click on Local Policies.

    4. Click on Security Options.

    5. Scroll down to the bottom of the list. Look for then double-click "User Account Control: Run all administrators in Admin Approval Mode".

    6. Under Local Security Settings click on Disable.

    7. Close Local Security Policy. You'll have to restart your PC for the changes to take effect.

    I can't open mmc.exe, secpol.msc, etc
    Can't install driver.
    sfc /scannow fail
    "Windows Resource Protection could not perform the requested operation".

    also can't do troubleshooting
    For mmc.exe I get "This app has been blocked for your protection"-screenshot_2.jpg

    Have you tried my fix posted above your post? I had originally accidentally left out the important Elevated (Adminstrator) Command Prompt Window part.
