Turns out my theory was incorrect. I created a password for my user account and applied the reg tweak from How to Fix this App has Been Blocked for Your Protection Error in Windows 10 - YouTube, I was then able to get to services where I changed the Cryptographic Services setting.

It didn't work. I am still being blocked.

I ran the ResetLGP.bat file. This is what I got

    Attachment 225018

Is that what I was supposed to see? Nothing changed

    Hello @kitpzyxmsir,

I'm interested in hearing how this works out. I'm a computer tech with a customer who has the same issue. He is on a domain with all Windows 10 Pro PCs and his is the only PC with this issue.

You have to place the GPReport.html file into Zip archive to attach it to your post.

I found out what is causing the problem. It turns out my first assumption was correct. I don't know if this is the solution for everyone, but it explains my issue.

I mentioned earlier that in order to combat Chrome is stuck at "establishing secure connection..." on all pages - Page 3 - Windows 10 Forums, I changed the Cryptographic Services > Log On setting to Local System Account.

In my case, this was what has been causing the inacccessibilty/blocking of all administrative tools.

I tested this on a different Macrium backup. The irony is that currently, for whatever unknown reason, at least for now, even with the Cryptographic services log on setting in the default state, in this different Macrium backup, I'm no longer experiencing those terrible delays issues with Chrome.

So now, I need some advice as to how to go about successfully reversing that Cryptographic services setting in the other Macrium backup, or that backup will useless. Ruined.

Did anyone actually find a fix for this problem? Not had any issues for years and usually if I do, I'am able to get them sorted. But this one has me stumped.

I've done fresh installs of Windows 10 twice, an in-place upgrade install suggested by Microsoft themselves and initially all work but less than 24 hours later, same issues returned.

Apps being blocked, unable to use Windows Troubleshooter, Chrome being stuck on "establishing connection", microsoft store downloads failing, nvidia driver updates failing, system32 files blocked even a bad certificate to my banks website right now too yet other websites work perfectly fine, just that one is unsecure so I'm unable to use it on chrome and microsoft edge.

I don't really want to install Windows 10 yet again with a clean install if the same issue is just going to happen once more, I've tried pausing updates to see if that helps, but nothing.

I'm baffled, frustrated and the tech support I got from Microsoft was "I'm just checking our forums"... I could have done that myself.

Please if anyone knows a fix and even what on earth is causing this in the first place it would be greatly appreciated!

    Thanks
