This appears to be a glitch, lately, with a few virtual instances of Removable Drives and sometimes Quick Access.
If you right click on the Desktop and click Refresh, it should disappear.
It would seem this is a long running glitch. I just found the same dumb folder on my desktop, it was empty and would not delete. Your cure worked. Thanks Edwin.

I am privileged to put my stamp here today the 10th day of August 2020. I suddenly saw this ghost a while ago. - a folder named "Removable Storage devices" from nowhere on my desktop. Opened it and saw my USB connected 500 GB External drive , and Elaborate Bytes' Virtual Clone Drive. Jolted by this apparition, I tried to delete it but no "Delete" in the rightclick menu. Tried to drag and drop it into the Recycle Bin but it managed to stay afloat, true to a ghost. Didn't know what to do. Took a chance and restarted my PC and Voila! I had become a ghostbuster . It disappeared. Then made a google search. So many had this apparition since 2017 and the remedy , restart the PC or refresh the desktop. My Google search "Windows 10 : A removable drives folder appeared on the Desktop why?" So many threads but no answer. Landed here through this google. But till today the Why? has not been answered, The ghost has not been exorcised.

Just got this today in Windows 11. The thread helped me fix it by performing the Refresh action.
