The 'Windows 10 Creators Update Privacy Settings for x64-based Systems (KB4013214)' is the first step on the way to you getting the Creators Update. In the past Microsoft have been criticised for not being open about what your privacy settings do or how much information they collect. This is their attempt to be more open about it.

Before you can get the Creators Update you will have to review you current privacy settings (with explanations of what they do) so you can change them if you wish. Only when you have completed this review can the Creators Update be delivered through Windows Update.

This update is required before Windows Update will download and install the Windows 10 Creators Update.

The first thing you’ll see when the Windows 10 Creators Update is available to you is a notification that asks you to review your privacy settings. Once the notification appears, select Review settings and choose to review when the notice pops up, or you can postpone your review by selecting Remind me later.

Uninstalling it (or postponing the review) will delay you getting the Creators Update.

Starting with Windows 10 instead of releasing a new Windows every few years it is continually being updated. This means (according to Microsoft) that you get new features as they are developed, rather than waiting for years for one big upgrade to the next Windows. It's what Microsoft call 'Windows as a service'.

Prior to Windows 10, Microsoft released new versions of Windows every few years. This traditional deployment schedule imposed a training burden on users because the feature revisions were often significant. That schedule also meant waiting long periods without new features — a scenario that doesn’t work in today’s rapidly changing world, a world in which new security, management, and deployment capabilities are necessary to address challenges. Windows as a service will deliver smaller feature updates two times per year, around March and September, to help address these issues.

Did you complete the review and click OK on the final 'Thank you' screen? If so...
—the download will occur in the background based on your Windows Update settings, and a notification will appear when the download is complete. Until then you can continue using Windows 10 normally.
Or did you click 'Postpone'? Then...
If you postponed, the notification will reappear later. Or, when you’re ready, select action center , and then select Review settings under Update and Privacy Settings.

If you uninstalled KB4013214 then you'll have to wait for windows update to get round to installing it again.
