I have a similar issue. I get no display and the display finally lights up when windows asks for the login. The machine actually POST's fine it is just the display that does not come on. Any reboot after that without a complete power down displays fine but power down and then no screen again until password. I am picking it is a gfx card thing not playing well with the hardware.
I think that in Dells there is an option in the BIOS to not show the POST screen and go directly to the Windows start screen. I’ve never tried activating but I remember seeing it. Go into your BIOS and look for it.

It was a rebuild, kind sir. It isn't MY computer. I wouldn't have another DELL computer. Why? BECAUSE I THINK THAT THEY ARE CRAP!
