Problem I have is I just found the CP much better laid out without having to go digging through loads of menus at least the way it use to be now a days this has slightly changed as the newer CP's have gotten more deeper in the way the menus are in the CP
I personally find moving this to settings does not always help I know for instance they have two.
Good example of how hard it has gotten to finding what you need is the right click desktop menu. Lets say I want to put up a wallpaper and am not that great with computers as not everyone is an expert on things like settings and such. Back in the day everything like wallpaper and screen saver use to be under Display Settings if I remember right but now a days this is what I see at least 4 of the options in my right click desktop menu

Now graphics are an image so a user not so familiar might think the wallpaper is under one of these options. It might also be under display as it is the display you are changing what is displayed on the screen.
Under Personalize though while wallpaper is simple finding the screen saver is not as the only area I have found screen saver is under themes which isn't where some users would think. I know I am decent on computers (Not expert by any means but decent and I had to actually google it to find out where the screen saver setting moved to.
So not every change is for the better. Not everyone is an expert on computers. My moms a good example she can't even email me and my fathers tried to teach her but she can't even email. So not everyone knows what their doing on computers and having this in menus that have multiple possibilities isn't good as then people are unsure what menu it is under. Like I said I had to google it myself to find where the screen saver option was as themes to be was always bulk settings where when you applied a theme it would add everything in it from sounds to icons to wallpaper and screen saver where as now themes are not just the bulk but also the individual as well.
So like I said changes are not always for the better! Perhaps you experts responding here might like them but for alot they are just a hassle having to relearn where things are strangely moved to.
