This happens after installing some Windows Updates, but in your case it sounds more like an scheduled task is running. Look in your scheduled task try to find the culprit. Also check your system notifications and see if there is anything there that could give you a clue.

Scheduled task is kinda out i did that last night, i went in and just ran everyone to see if that was the culprit, but nothing popped up on my screen, when i did that, so i don't think its anything in there. unless its Norton but i never seen it do that before it usually runs when things are idol. I will check the notification area next time it does it and see if anything is in there.

    Hello :)

I have the same "issue" and after running the PowerShell command given in that other thread, I got this:

Random CMD prompt popping up at times ???-ps.png

In my system I have Office 2016 Pro Plus, the stand-alone version, not the 365 version. I do not use an MS account on my OS.

    - Should I do anything about this matter or should I leave it alone?

I am not bothered from that CMD window popping up

    Thank you.

outlook.office365.com/oab - that has something to do with your address book trying to update.

Have you manually checked for updates to your Office programs lately? Do you know how to do that?

Oh yes, I am checking for [Office 2016] updates, almost daily! I go to File / Office Account / Update Options: Update Now. It says: the latest version of Office is installed on your Computer. I have the Office 2016 Professional Plus 64 bit, the stand-alone version. I do not have an Office 365 subscription, or anything like that. My Office version currently is: 16.0.8067.2032

    Thank you.

Are you using an Exchange Service for email?
Have you tried any of the steps in the link I provided?
This has to do with the Offline Address Book somehow, and some of the O365 instructions can be the same for O2016PP. (note they address even older versions of Office on that page.)
Could also try looking at your scheduled tasks to see if it's something in there (easy to do using Ccleaner).

It's the OAB - Offline Address Book - same issue as Joanne (see above).
