I think I did check UAC and it was set to the normal setting just below max, and I did try messing with hybrid sleep on / off as well - I left it on, because I wanted the system to survive a power outage if that happened while it was asleep, but I'll test again. I'm away from the computer for a few days, so I'll report back next week. Thanks for the help.
Also, I noticed the require a password on wakeup option is greyed out in the power options screen too.
It's normal for the require a password on wakeup option to be grayed out when you have the policy (option 5) configured since it overrides and prevents the setting from being changed.
UAC appears to be set correctly, and Fast Start is now disabled. No change though. I also checked fast start was disabled in UEFI BIOS.
One thing I did notice in the UEFI BIOS though..... you can configure what colour the power button flashes when the system is in various sleep modes. Blue is for S0 and Orange is for S3. The power button flashes blue when I press the power button to put it to sleep, which tends to suggest it is not actually going to sleep properly. Where is sleep mode controlled?
Ha! Found the culprit! Intel RMT (Ready Mode Technology). Disabled that and now the system goes into S3 properly (orange light) and wakes up not requiring a password.

Thanks for the clues there Brink and mrgeek. Fast Start lead me to check BIOS, and that's where I found the the info about the power button LED colours.

I've just done a clean install of 1809 and had been searching Settings in vain for a way to remove the requirement to sign-in after resuming from sleep or hibernation.
As is often the way, a search on Ten Forums for someone else wth the same the problem is a good way to find the answer. This thread was the top hit. Unlike Redbatman's experience in post #1 the option wasn't just greyed out....

The reason it was greyed out for some but not others back in Creators and now missing for some but not all in the October update is simply that you need to have set a password before the option is available.

This may take some time to check. It seems that setting a password has premenantly restored the sign-in option in Settings. It doesn't disapear again when I remove the password.
The steps that led to the red message in place of the sign-in option was a clean install of 1809 using the current ISO from the MCT (the one with build 17763.253) and setting up the initial account as a local account with a blank password. It also seems that creating a new account without a password won't have the option at first.
Your note in the tutorial is not strictly accurate....
...The behavior is more like: This option will only become available once the account has had a password, even if it currently doesn't have one.This option will only be available if the account has a password.
It's way past my bed time here, I'll look into it further tomorrow...
Postscript: it's not even consistent behavior - now it has just disappeared on removing a password
