If you have Fast Startup turned on, turn it off to see how it does afterwards. Fast Startup has been known to cause odd issues for some.

Does "Require sign-in" in Settings still show set to "Never"?
Disabling fast start had no effect. The Sign-in options screen displays "Authentication is not required when this PC wakes from sleep", and the option to change it is greyed out with "Never". Thanks for all your help and suggestions so far.
Hmm, I must admit that I'm not sure why it's still requiring sign-in on resume when that setting is set to "Never" by group policy (option 5).
So I couldn't do it in group policy..... this is Win 10 Home. I had to add the registry keys with the .reg file or modify them manually as per the instructions. Is that what the problem may be?
Option 5 is for setting the same group policy, but just using a .reg file instead of the "Local Group Policy Editor" to do so. It's a workaround to setting a group policy in the Home edition.
So I definitely set those registry settings yesterday and was double checking them, but today when I checked, they weren't there. So I re-added from the reg file and rebooted just to make sure they stuck - still the same problem. Here's some screen shots of everything I have set.
I had on old Win 7 Pro licence lying around, so just for giggles, I upgraded Win 10 Home on the NUC to Win 10 Pro, and made the changes to not require a password via group policy..... same result. What could possibly be causing this?

Brink's Lock Screen bypass in Post 1 has worked for every edition of Win10. This red message leads me to believe that you have UAC turned all the way up which is why 'Never' is greyed out. Check by going to Control Panel/User Accounts/Change User Account Control Settings. Set to Level 2 or 3 and test.
If you don't use hibernation, I would either turn off Hybrid Sleep or disable Hibernation (disables FastStartup too) with admin command prompt - powercfg -h off
