Unfortunately the update (if it was indeed an update) didn't work. Screen tearing is back on the second monitor.

congratulations , this issue has been solved .
there was an update in background ( silent update )
i just saw the screen flashing and some pop-up windows (CMD) and screen goes black
so realized that this is an update for graphics card .
and now the problem is solved completely .

A similar thing happened to me yesterday after my cat walked across the keyboard. Checked the accessibility settings but found no settings turned on there so I decided to wait the next day to do more checks. Put my desktop to sleep for the night and then when I woke it up this morning oddly enough the cursor was normal !
goto your display settings in windows. not the one that comes with your graphics card and set the resolution to one your pc can handle then go into the refresh rate and set it to 59 Hertz. windows 10 had set mine to 20 Hertz and now there is no glitch in my mouse or display anymore. I have a radeon hd 7790 card and this glitch had nothing to do with graphics cards lol.
