After login and see black screen on the monitor

Earlier this evening I was surprised to see that happen after I decided to restart my desktop. No problem to login with my password but after this show black screen on the monitor. On Tuesday night I installed the latest Windows 10 1703 with no problem at all and run well too. But last night I was surprised to see that I got the error code after trying to open NotePad but the message show me on the screen below:

notepad.exe - Application Error

( X ) The application was unable to start correctly (0xc0000005).
Click OK to close the application.

Also I can't open other programs like my train simulation games, my email and Microsoft Edge too. So I decided to restart the desktop because of the errors above but end up with black screen after login on my desktop.

So I am asking anyone what should I do with this? Go ahead to system restore or be able to fix this with the error code above? If you think that I should go ahead to system restore and can you explain what steps to do to restore the system. Look forward to see the help of this problem.

One more thing I just updated my computer specifications so you will see what computer I have?

By all means try and run system restore but you should note that the 1703 Creators Update turns off system restore points so unless you turned it back on you will not have any system restore points.

Firstly boot to advanced startup options using option 6 in the following tutorial: Boot to Advanced Startup Options in Windows 10

Then follow the instructions in option 1 of the following turorial to run the system restore: System Restore Windows 10

Want to ask first before I follow the instructions above that philc43 posted above. About two minutes ago I start up my desktop and no problem to login then got the black screen but can move the mouse cursor on my monitor screen with my wireless mouse. So should I follow the instructions above to fix the problem or more likely with the graphic card?

OK I got the desktop working but my whole list of applications with exe was unable to start correctly (0xc0000005). Click OK to close the application. So I did close but need to fix this problem. The only application is working is Google Chrome on my desktop and the rest of programs will NOT open after I clicked the icon on desktop. I did try go to Settings on the bottom left of monitor screen but won't open and got the error message the same as above. So I believe that I need something to fix the exe files in Windows 10 or you might have a better idea about this.

I did go that far with " Open Command Prompt from File Explorer. Open File Explorer, and then navigate to the C:\Windows\System32 folder. Double-click the “cmd.exe” file or right-click the file and choose “Run as administrator.” Then see the donut hole go around for a few seconds then stop and disappear. Not sure what else to try with other options.

What I did is to reset my PC and now it's all fixed. I am not sure what happen with this before but now can access to applications also Microsoft Edge too.
