Ctrl+Alt = AltGr
US International (and French etc) keyboards have AltGr on the rhs of space bar to save pressing Ctrl+Alt all the time although if you have a rhs Alt key it is usually the same as AltGr.
On European Keyboards the € is usually (always?) a modified E. On US International keyboards it a modified 5.
AltGr plus E on a US International keyboard gives you é not €
From what the OP says it sounds as if their input method is set to US (which doesn't recognize AltGr) instead of US International (which does).
Thank you all. I was not aware that there is US international which is different from US keyboard. Cheers
If you have added US International and it works I suggest you now delete US (in the same place in Control Panel)
Otherwise Windows keeps swapping input methods seemingly at random. If you only use one Keyboard it is better to only have one input method defined.
You may (or may not) find this interesting but I find if you clean install en-US Windows using a non US keyboard the installer will always add basic US keyboard. I always have to go and delete it.
