below solution worked for me. i dont guarantee that it is safe or it will work for anyone else.
you should know what u r doing
delete the below keys, i deleted all that folder
you can right click export just in case you regret it later
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\CloudStore\Store\Cache\DefaultAccount\$$ windows.data.bluelightreduction.bluelightreductionstate
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\CloudStore\Store\Cache\DefaultAccount\$$ windows.data.bluelightreduction.settings
also search using f3 for bluelightreduction and bluelightreductionstate. you may find it in hkey_user, i also deleted those. i had one of each
now logout then login or just restart ur pc/laptop

I have tried night light and think it still needs work when scrolling it changes to dark and light, very peculiar on the eyes I have it switched off for now anyway.
I had this problem also, after update/reinstalling my graphic-driver (nVidia) the problem was gone...........
not sure that I can reinstall my intel (r) HD graphics 5500 as search brings up best driver already installed, I don't want to uninstall it to find I have more problems than if I just leave it, as its something I can do without any way.
I have a 2-in 1 in which after installing the latest insider night mode was disabled and couldn't change brightness.
Updating Intel HD drivers didn't help
I had a unknown device and it was the screen, after installing it via update driver in device manager both issues were fixed

I had the same problem. Fixed by removing the driver in device manager and restarting. Mind you, I've had to do it three times over in the last week!
Reinstalled manufacturer's driver after Windows replaced it. Reinstallation was successful, but the button is still greyed out.
