Try clean installing the CU 1703, instead of upgrading from AU to CU.
I did a clean install of CU as noted in a previous post.

I had to do a clean install after a direct upgrade bricked my system. I got everything reinstalled and everything is stable so far except the live tiles not working and explorer crashes I was having.

I install the AU on my spare as a test, to see how it did on my PC. The AU ran flawlessly as everything works like it should.

After the creators update is installed, some live tiles no longer work, and explorer crashes while setting up Microsoft account and if there are like 7 windows open.

Both these issues happen on my primary install "clean install, and test upgrade on my spare HD going from AU to CU"

Also worth noting that my wife's PC is not having these symptoms with CU.

MSN weather app works with live tile on AU, does not work on CU

News live tile was not working, but finally works on CU.

Not sure why I'm having issues, as my wifes pc has a very similar configuration as mine.

You can change the lockscreen picture, but browse is grayed out:

    Does anyone know why?

If you have a check mark where the red one is remove it. You then will be able to move your Icons around.

I didn't see anywhere in the post I quoted where you said you "clean installed" the CU? You said you used the 1703 ISO to upgrade? Unless this "I decided to reinstall the Anniversary Update on my PC" means you clean installed? It wasn't obvious from the way it was worded, not to me anyway. Reading it again I now get it.

Lol yeah true. I could have worded it better so I clarified it better.

For the benefit of others in the same situation, my answer was given on another thread.

Anyone else have this problem in the new Windows Defender that when going to Firewall & Network protection tab in the left column and then clicking on "Advanced settings" in the links on that tab, a prompt appears to give permission to load the settings but when clicking Yes, nothing comes up after that?

Yes, works, or doesn't work in this case, as you posted. I get the prompt to allow this app to make changes, click yes and nothing happens.
