    Win10 Version 1703 Build 15063.13 explorer.exe not loading/crashing

I just rolled back to 1607Hi all, Just upgraded to Build 15063.13, explorer.exe is not loading. Screen is black. I have task manager open and tried manually starting the task, but it crashes a few seconds later.I've been able to open chrome as well, there was a see edit 1 River tuner error while logging in. I am trying to open control panel to uninstall it to see if that might be an issue.Anything else I can do?Edit 1: River tuner and MSI are not the cause as I removed themEdit 2: It is working in safe mode.Event log Faulting application name: explorer.exe, version: 10.0.15063.0, time stamp: 0xa25b6083 Faulting module name: unknown, version:, time stamp: 0x00000000 Exception code: 0xc0000005 Fault offset: 0x000000000089a950 Faulting process ID: 0x408 Faulting application start time: 0x01d2aeabc5b1e606 Faulting application path: C:\WINDOWS\explorer.exe Faulting module path: unknown Report ID: 282e2eb2-ad54-42ba-a496-e9404be419de Faulting package full name: Faulting package-relative application ID:Another explorer.exe eventFault bucket 116352837143, type 5Event Name: BEX64Response: Not availableCab Id: 0Problem signature:P1: explorer.exeP2: 10.0.15063.0P3: a25b6083P4: StackHash_781dP5: 00000000P7: PCH_56_FROM_ntdll+0x00000000000A5F04P8: c0000005P9: 0000000000000008P10: Attached files:\\?\C:\ProgramData\Microsoft\Windows\WER\Temp\WERE980.tmp.mdmp\\?\C:\ProgramData\Microsoft\Win dows\WER\Temp\WERE9CF.tmp.WERInternalMetadata.xml\\?\C:\ProgramData\Microsoft\Windows\WER\Temp\WERE9 D0.tmp.csv\\?\C:\ProgramData\Microsoft\Windows\WER\Temp\WERE9E1.tmp.txt\\?\C:\Users\Morrosis\AppData \Local\Temp\WERE9E0.tmp.appcompat.txtC:\ProgramData\Microsoft\Windows\WER\ReportQueue\AppCrash_explo rer.exe_e1496c516a7cf97fae6adb49eeecc31b8ce60_87ca51ca_cab_0361e9ed\memory.hdmpWERGenerationLog.txtT hese files may be available here:C:\ProgramData\Microsoft\Windows\WER\ReportArchive\AppCrash_explorer.exe_e1496c516a7cf97fae6adb 49eeecc31b8ce60_87ca51ca_1df705cdAnalysis symbol: Rechecking for solution: 0Report ID: 552cce3a-a58c-46d5-ba9f-9d9f6db6dda5Report Status: 268435458Hashed bucket: 8d3955e92eed55fea7d8d93549d87c03Microsoft Windows [Version 10.0.15063](c) 2017 Microsoft Corporation. I'm already using Version 1703 Build 15063.13. mine goes that way also but after several hours of waiting at the blackscreen the explorer went well. But I found a display glitch at the All Apps in the Start. Click image for larger version.

Version 15063 still activates with an 8 key in Windows Updates and Activation
Had an old 8 key - just used it to activate version 15063. So either this is not CU, or CU can still be activated with old keys (unless MS have a way to pull the shutters down).
