Problem booting windows 10

The laptop goes to the screen with the restart and troubleshoot options. I have tried almost every option on there with no luck. I have tried to restore the system to two different restore points and it didn't do anything. I've tried to open safe mode but it wont let me. I tried to run cmd prompt but can't do anything since I can't get to elevated mode. Is there anything else I can try before a format? Is there a way to elevate the mode through the cmd prompt?

Did you back up your data? Better yet, do you have a backup of your entire system?

Do you have a DVD you can boot from and get to a cmd prompt? If so type in the following:
BootRec /FixBoot
BootRec /FixMBR
BootRec /RebuildBcd

Do the last one only if necessary..

I would make a bootable USB flash drive or DVD/CD of Kyhi's Recovery Tools:
Windows 10 Recovery Tools - Bootable Rescue Disk - - Windows 10 Forums

It contains Macrium Reflect and a bunch of other utilities. Run Macrium Reflect and under the restore menu is a utility to Fix Windows startup problems. I would run that utility. If that doesn't work, at least you can use his recovery tools to access the drive and copy data you want to keep from it.

Without knowing if the OP has an MBR or GPT disk layout for his or her boot/system drive, it may not make sense to recommend bootrec /fixmbr. I have, however, recently found the boot repair facility included on the Macrium Rescue Disk to be able to deal with all kinds of boot problems: in one case, a messed-up dual boot, and in another, restoring boot capability on a system where I switched from an MBR formatted SSD to a GPT formatted replacement. You can use Macrium Reflect Free on another PC to create the Rescue Disk, then boot the affected machine to that disk and run its startup repair utility. Works pretty well!

It worked for me, I also have Macruim Reflect and yes that would be better.
