    Black screen with cursor

So I've had this problem for two days now, and I'm really getting annoyed by it.I got a black screen with a cursor when I logged out (Win+L) of my computer.

I've tried restoring my computer, and that fixes it, but the problem comes back when i turn it off. I've now restored my pc 3 times trying to figure out what to do, but nothing helps. I've read solutions and watched videos, but nothing seems to help. I can't even boot into safe mode, I still get a black screen.

Now I'm trying to restore my computer once again, but it wont. It says: "
Windows has a problem resetting your computer: no changes has been made". Now I don't know what to do, therfore I'm askim you guys for help.

Do you have a wireless mouse &/or keyboard especially by Logitech? These devices are known to cause the problem you're experiencing, to resolve you just remove the USB/wireless dongle for the mouse/keyboard & it should continue to boot, if not restart without the dongle connected & that should work. If not then post back.

If they're wireless then they could still be the cause, follow my suggestion on removing the wireless mouse dongle & see if the pc continues to boot, if not then restart without the dongle.

They're not wireless. I don't think the problem can be fixed in my situation :/ I've tried everything and nothing works.
