STOP... Do not do anything, yet....
Since you can boot into the Rescue Media, we need to gather a few things from your current system.....
And I can help you, reinstall to OS via the Rescue Media...

I assume this is a Touch Tablet with 32GB SSD, running Windows 10 Home > AM I correct ???

This process will take a little time to explain, and requires you to have some computer experience, otherwise it will take a little more effort on my part...

For now > I want you to copy the Install.wim or Install.esd from the Windows Installation Media ( sources\install.*** ) into the Rescue Media's /Sources folder...

    Which is it > Install.wim or install.esd ????
Which is Version your PC > Home or Pro ???
    It is home edition

Boot the Rescue Disk and from cmd prompt type >
    Diskpart
    select disk 0
    select partition 4
    assign letter=R
    exit

go into file explorer and copy > R:\recovery\windowsre\winre.wim to Rescue Media /Sources folder....

Make a "Drivers" folder on the Rescue Media USB
    from command prompt type >
    Dism /Image:C:\ /Export-Driver /Destination:D:\drivers

You should end up with a Drivers Folder on the root of Rescue Media ( D:\ )

You should now have the MS Install.wim ( I assume it's a .wim - you never replied)
the OEM winre.wim and the boot.wim in the sources folder on the Rescue media USB ( D:\ )

It is a wim. I gonna try this right now and update. Meanwhile I attempted a startup repair and somehow the test ran for sometime. The srtTrail revealed registry corruption as the cause.

However restoring the registry backup did not solve the issue. Just for your info.
I will go by your instructions. Trying it.

You know that you can actually post the real screenshot, not a picture from your phone. You have to give those helping you time to respond. Not everyone is on here every day or every hour. I was off doing stuff for about two weeks and did not respond to some things that I answered. When the others find free time to respond they will. Just wait and leave the post not bumped since it shows in notifications.

what we are going to do is use diskpart to format C drive (partition 3)

then use Dism to apply Index 2 of the install.wim to C

Then Replace the MS winRE.wim in c:\windows\system32\recovery with the OEM Winre.wim (U Copied)

we will wait on importing the current pc drivers (u exported) into the new OS,
as one of them may be the cause of your issue..

But, I would like to see the files inside > C:\Recovery Folder, First..

PS.. You can open FSCAPTURE and select take a snapshot of active windows
