I think my drive is locked from alteration. Even after a successful delete partition, it says no sufficient space when I attempt a create new primary partition.
I noticed it earlier also. When I deleted 10 Gb of data, it came back after I rebooted. Wondering.. Snap below for the list of commands I tried.

I just gave
format override fs=ntfs label="WIN_OS" and the percent count is increasing. Though the wipe is slow, I will wait and update on the outcome.
I attempted. But it did not have an impact.
The contents came back even after clean. But now the format without the quick is working.
No progress.
When I removed quick, it ran till 100% and then the same error came. "Diskpart encountered an error. Parameter is incorrect"
When I use, format quick fs=ntfs label="WIN_OS"
It says, Virtual disk service error: The device is in use. The selected volume or partition is in use. Use Override parameter
same parameter incorrect error after running for 100%
the latest update is that, none of the format methods are working. Looks like the hard drive got locked.
I am attempting the same wipe through new WIn 10 bootable drive and let us see if it works there. Thanks for your patience so far.
