    WinSys\amd64 popup error

Hello, getting c:\winsdows\wiwsys\amd64_microsoft.windows.gdiplus_ and a bunch of numbers, it gives program name.exe Bad Image, tried system restore, tried sfc /scannow which stops at 33% in reg and safe mode, defrag, anti maleware, boot to safe mode, tried cc cleaner to check registry, but this window pops up and wont let me load it, and I am skeptical about downloading any registry cleaner programs. I can usually figure issues out, but I have yet to find a straight answer. Is this a video driver issue? I tried to update but it is current, or read somewhere windows defender,
