Yes, follow this advice. I had a similar problem which was due to a residual driver file left behind in window.old for some reason. I had to change permissions as above to remove it.
I had a similar problem a while back with a dangling driver "In Use", it was still pointing to the the driver in C:\Windows.old\System32\Drivers. An audio driver, I believe. I used Autoruns (Sysinternals) to disable the driver from loading. Rebooted. After taking ownership, deleted folder. Enabled driver in Autoruns. Rebooted. System picked up and loaded the driver from system32/drivers in C:\Windows. All happy.

But booting to a live Linux version always works, I had the same issue once and that`s how I solved it :)

A very big thank you everyone. After following Steve C instructions I was able to move the folder to the correct place and run disk clean-up and successfully remove windows old. I now have 20 GB more space on my C drive. Once again a very big thank you :)

Yes I think so. I got a bit confused with what was going on in the end ( probable lack of grey matter ) but before following take ownership instructions I couldn't move the file anywhere.:)
