Are there both black and blue USB ports on the computer? Make sure they are plugged into black ports.

Is the keyboard/mouse plugged into USB ports that are mounted directly on the motherboard (back of computer in the space where all the other motherboard connections are, not an expansion slot), or a "remote" USB port like on the front of the computer. They should be plugged into the USB ports mounted on the motherboard itself.

Can he get into BIOS or UEFI setup by pressing the correct key when the computer first powers up? It could be ESC, INS, DEL, F2, F11, any of the F keys. Make sure in the BIOS/UEFI setup that USB Legacy is set to Enable.

If that doesn't work, then try booting the computer from a bootable USB flash drive or DVD. Anything bootable to see if the mouse and keyboard work in that environment. Windows installation flash drive or DVD, live Linux, any of the rescue type drives/DVDs.

It's not SATA operations, that is the disk controller. That should stay set at whatever it was before. You are looking for USB configuration.

However, since he did get into BIOS / UEFI setup, that proves the USB port and keyboard are physically working. If Legacy mode in USB configuration is enabled and the mouse/keyboard still don't work, other than starting over with a clean install of Windows 10 I'm pretty much at the end of my expertise.

@Kari may be able to offer some assistance about how to boot into a recovery environment and do some sysprep magic to help.
