I don't know of a way to do that, but you can limit bandwidth use for only OneDrive.

    - you could use this to limit upload bandwidth.

And a brief internet search suggests:

In general: How do you limit an application's bandwidth?

    You could try this:

You don't have to limit bandwidth for other apps. Just choose to limit it for Onedrive - as shown above.

I know what you want- it may not be feasible.

You could provide feedback to MS using their technet forum or their Feedback Hub app from the Store.

Woah, when did one drive finally add network throttling? It's something I always liked about dropbox.

In M$ Windows 10 Consumer OneDrive you may edit the # of Concurrent Uploads via ClientPolicy.ini.
    1. Ctrl + r
    2. %USERPROFILE%\AppData\Local\Microsoft\OneDrive\settings\Personal
    3. Locate ~>
    4. Line 54: NumberOfConcurrentStorageRequests = 6
    5. I changed it to 3 to suit my pokey 3.2Mbps (400KBps) connection.
    6. Shutdown and restart OneDrive for new ini to load.

Larger files often fail as the smaller ones finish and are presumably prioritized.
It took 7 tries to sync a 7GB VMWare image in my SkyDrive folder for example.

Hmm. Everywhere else says there is no such setting.

My remote office has an upload rate that will max at about 35Mbps. Sometimes I need to get some large files to my home computer as fast as possible. With 7 simultaneous uploads that takes a while. Doing 1 or 2 at a time would be better. I changed that setting to 1 which limits it to 2 simultaneous uploads (didn't try 0). That is better . . . I'll get 2 files uploaded to OneDrive sooner, then I can start downloading to my computer at home.

Still not a great solution. While the upload peaks at 36Mbps, it is often less. I don't need the files on OneDrive in some cases (like, building a replacement disk drive for an office computer). I'd like to find a computer-to-computer transfer utility that would push the office upload to the max and sustain it.
