...... here's a workaround:
Go to your desktop and right click an empty spot, choose 'New' then 'Shortcut';
Copy and paste the following into the dialog:
explorer shell:MyComputerFolder
then click Next, name it 'My Computer' or whatever you wish and click 'Finish'
right click on the new Shortcut and choose 'Properties, then 'Change Icon...',
in the dialog that appears, replace C:\Windows\explorer.exe under 'Look for icons in this file:' with imageres.dll and press Enter;
scroll over until you see this or an appropriate icon:
highlight it to choose then click OK, then Apply and OK on the previous window.
Now drag that shortcut down and pin it to the taskbar. You can delete the desktop version if you wish.
The first time you invoke Explorer from that shortcut and close then re-open it, it will have moved down and to the right about 1/2 inch but, it will only do that once.
The windows will open in File Explorer itself, but, launch it always from the new shortcut.

and that worked fine for me...
I tried that here and it did NOT fix the problem. If my taskbar is at the bottom of the screen, each time I close and reopen File Explorer it is a bit further down and to the right of where it was before.
That is not surprising really. The tutorial you linked to only claims to reset Explorer's folder views. It does that, but it doesn't fix the problem this thread is about.
Yes, you are right, it only fixes the problem per session, if pc is restarted, the issue comes back, in my case, only and if only, I maximize & restore File Explorer window, if I keep it always NOT maximized, it always open at the center of the screen, maybe it's something similar to this, which affected W 8.1, https://support.microsoft.com/en-us/...?wa=wsignin1.0

Run your windows maximized! After all, isn't that half the reason you bought a 32" monitor!?
