Windows apps acting like tab key is stuck, but it's not?

I can't click on anything or type anything because it's as if the tab key is stuck. It's constantly flickering between selection of various buttons, and I can't do anything. My tab key is physically fine. It only does this in default Windows apps such as Sticky Notes, Photos, and Store. Settings is fine, though, and I don't use any of the others, so idk about them.

It's the most annoying with Sticky Notes, because unlike most other Windows apps, I actually use it a lot (or at least I used to before it starting messing up). I've reset it, I've uninstalled and reinstalled it, and I've restarted my computer. So far nothing's worked.

    What can I do?

If not a problem connect an external keyboard and mouse to exclude these two options.

I have the exact same issue. I concider my self an advanced user, and have been around since late MS-DOS. I've gone throug all the "no-brainer" troubleshoots, but the problem persist. Tested several different keyboards/mice plugged directly into the mo-bo USB-ports, no change.
Format system drive and reinstall Windows is the last resort here, it seems. Was kind of hoping I wouldn't have to go through that ordeal though.

I have Logitech mouse and kb, running Logitech Gaming Software at startup. Does this apply to you? If so, it might bring us closer to an explanation.

    Edit:
I'm stupid. My problem was caused by a Xbox controller. Never crossed my mind that it was still connected. It was laying up-side down, with the direction stick leaning to the right. Windows apps recognise input from Xbox contollers, so... *facepalm*
I might suggest checking input devices. This includes wireless input devices sending signals to those teeny weeny dongles, e.g. unifying receivers.

    1) Try to disable Sticky Keys (look up on the internet how to do this), and see if that works.
    2) If it didn't work, try to uninstall your keyboard drivers (look up on the internet how to do this), and restart the computer (to reinstall the keyboard drivers)
    3) I hope one of those methods above is a win.

I had the exact same problem, and yep, my xbox controller was laying upside down and once I put it right side up it was fixed. Thank you though, its been bothering me for a few days now

I disabled my VPN and created an account just to say that I'm also an idiot. I bought a brand new gaming keyboard (not for that reason, but I can definitely say it influenced my decision), but the problem still "randomly" persisted". Then I read Vegster's comment, looked to my right, and flipped my controller right side up...

I had this same problem, it is because you have some kind of gaming controller connected that is being used in a weird way, like a ps4 controller or xbox controller

Buddy, I created an account in these forums just to thank you for that bit of common sense. This was my exact issue, and I am feeling both very silly and very grateful. Thank you kindly!

Our life's going down in flames... and everything's sony's fault.

My friend wasn't able to turn off his PC, and since he didn't have any antivirus, he started to panic. He asked me, desperately, for help, while almost having an anxiety attack. I try the simple troubleshoot, that everyone probably did. We turned the USB devices off, we force-restarted windows explorer, and we were ready to for shutdown the desktop with the power button. Until, on a last hope, I decide to search the web for it, and 5 minutes later I came upon this forum and this comment. I facepalmed myself, while on the discord call, wondering if this wasn't even something to ask my buddy. After a 5 second facepalm, I decided to ask him, while looking at his webcam. He just looked sideways, and his eyes looked like he lost all the happiness he's life would ever see or witness. I stood there, paralysed, trying not to laugh or desperately cry for the amount of stupidity it was in this kid's little head. My life didn't make sense, for a few minutes, while he unplugged the device and rethought every life decision he had ever made... I haven't slept for more than 36 hours, right now, I just want to hibernate for a week. I lost all will in life.
By the time I was searching the web, our other friend was already on our local PC shop searching for a new PC, thinking this one was a goner, even thought that little and beautiful machine was less than a year old.. life fell in pieces in front of our eyes, while my buddies PC was being completely destroyed from inside out. All this... because of a... bloody... f*cking... controller...
It's 3:26 AM right now. It's time to simmer down, and go to sleep. Hopefully not having to face this monster of a device again. I thank you for saving these three little guys' life, with just a quick forum comment. I thank you a lot, for everything. Have an amazing life, buddy o7

Created an account to add that mine was somehow not a controller! I double checked all my Bluetooth devices, including my controllers, they were all off, so I started unplugging all my USB devices one by one until it stopped. It stopped after I unplugged my Rosewill hard drive enclosure. No idea why or how it was doing that, but I wanted to add another possible option for people who have checked and double checked all their controllers/Bluetooth devices!
