It is safe to create 64 bit windows usb boot on 32 bit system ?

I need to clean install my 64 bit laptop, and my computer only running 32 bit system of windows 10, so it is safe to create bootable usb windows 10 64 bit on 32 bit system ?
Because i got error message "Unable to run bootsect to make the USB device bootable" after windows 7 creation tool finished copying iso to my flashdisk. But its just fine and no error when i use Rufus to create bootable usb.
And which one is recommended rufus or Windows 7 creation tool ?

Just download the ISO for the 64 bit version of Windows 10 from Microsoft.com and then burn to a USB or DVD and be done.

It doesn't matter where and how you make boot disk/USB, it will be made on disk/USB only. With proper program you can do it even from Linux if need be. Rufus can make it just fine.
